Return programme (REAN)

IOM has been assisting aliens in The Netherlands who would like to return to their country of origin or resettle in a third country since 1992. IOM offers this support based on the REAN programme. REAN is an acronym for “Return and Emigration of Aliens from the Netherlands”.

Conditions
A foreigner is eligible for support from the REAN programme if they meet the following conditions:

  • He/she has not left via the REAN scheme in the five years preceding this application to IOM. Nor has he/she been deported at the expense of the Dutch government during those five years.
  • He/she is not a citizen of one of the countries excluded from the REAN scheme (current EU countries and a number of other Western countries). Victims of human trafficking from these countries can however make use of the REAN scheme.
  • He/she came to the Netherlands for the purpose of living here in the long term.
  • He/she agrees that any possible current Immigratie- en Naturalisatiedienst (IND) procedures will be terminated, and that - if applicable - their residence permit will be withdrawn.
  • He/she cannot pay for the journey themselves.
  • He/she intends to leave for good.
  • He/she can acquire a valid travel document or already has a valid travel document (passport or laissez passer).
  • IOM requests information from the Dutch Immigration and Naturalization Department (Immigratie- en Naturalisatiedienst, IND) to determine whether there are any objections to their return and providing resources for return or reintegration in relation to those clients who apply for voluntary departure.

 

Support

The support provided by IOM based on the REAN programme consists of the following:

  • information on return issues; 
  • assistance during departure at Schiphol airport and if applicable during transit and arrival; 
  • an airline ticket to the airport nearest their end destination; 
  • remuneration of the costs for travel documents; 
  • a financial contribution to help during the first period after leaving The Netherlands. Persons who have not applied for residence in The Netherlands are not eligible for a financial contribution.

 

Travel documents
IOM maintains relationships with a large number of consulates. Work agreements are made in order to simplify the process for obtaining travel documents. IOM can provide information to aliens on how to apply for travel documents. The addresses for the embassies are published on the Dutch Ministry of Foreign Affairs (Ministerie van Buitenlandse Zaken) website.

Financial contribution when returning

There are two categories of support contributions:

1. a standard contribution of € 500 per adult or single minor and € 100 per minor family member.

Foreigners who meet the following criteria are eligible:

  • are still in a immigration law procedure or for whom the departure date has not elapsed, and who have resided in the Netherlands for over three months;
  • have a residence permit

 

2. a limited contribution of € 200 per adult or single minor and € 40 per minor family member.

Foreigners who meet the following criteria are eligible: 

  • are still in a immigration law procedure or for whom the departure date has not elapsed, and who have resided in the Netherlands for less than three months; 
  • are no longer legally entitled to remain in the Netherlands.

The Return and Reintegration Regulation applies to persons who have applied for asulym in the Netherlands. Those who meet the criteria of the regulation are eligible for a complementary contribution of € 1.750 per adult or unaccompanied minor and € 880 per child. For further information click  here
