Return and Reintegration Regulation

With the Return and Reintegration Regulation, IOM can offer a financial contribution towards the reintegration of (ex-)asylum seekers who return from the Netherlands voluntarily. For several selected countries, migrants can receive in kind reintegration assistance after their return.

Migrants in the Netherlands who would like to return to their country of origin or who are eligible for resettlement in a third country, can ask IOM to assist them based on the REAN programme. Additionally, (ex-)asylum seekers can receive assistance under the Return and Reintegration Regulation (Herintegratie Regeling Terugkeer, HRT). The HRT contribution supports the reintegration of migrants in their country of origin or in a third country.

Requirements
The HRT is meant for (former) asylum seekers who meet all the REAN conditions (see REAN programme) and who are part of one of following categories:

  • asylum seekers with a temporary residence permit (residence under the policy for categorical protection or as unaccompanied minor), who are prepared to revoke their permit upon departure;
  • asylum seekers still residing legally in the Netherlands and/or the departure period of 28 days has not yet expired;
  • (ex-)asylum seekers who have applied for asylum before the 1st April 2001 and who did not receive a residence permit under the general amnesty;
  • or (ex-)asylum seekers who are eligible for placement in a location with restricted freedom of movement (up to 5 working days after the first departure interview). 

 

(Ex-)asylum seekers meeting one of the above categories are excluded from the HRT it they:

  • are in the General Asylum procedure (Algemene Asielprocedure) at the time of their application;
  • have been declared undesirable foreign national;
  • have been denied asylum under article 1F of the Refugee Convention;
  • are detained in an alien detention centre at the time of their application, except when they applied for voluntary return before they were detained;
  • are a national of a country without visa requirements (see annex);
  • are a national of a country with visa requirements that is excluded from HRT (see annex)
  • Migrants who do not meet the requirements of the HRT can still return to their country of origin with IOM assistance without an HRT grant, if they meet all the conditions of the REAN programme.

Support

(Former) asylum seekers who meet the HRT conditions, are – in addition to the support of the REAN programme – eligible for the HRT. This means that, besides assistance with departure from the Netherlands, IOM can offer the following support:

  • a REAN financial support contribution of a minimum of € 200,- and a maximum of € 500,- for an adult or unaccompanied minor (UAM) and a minimum of € 40,- and a maximum of € 100,- for every child;
  • an additional HRT reintegration contribution amounting to € 1.750,- per adult or UAM and € 880,- per child.

Instead of the reintegration contribution, a (former) asylum seeker returning to one of several selected countries can also choose individual in kind reintegration support after arrival. IOM can for example assist in finding a job, setting up business or finding proper education (see return projects).
