Returnees from Belarus no longer eligible for subsistence allowance and reintegration grant

The Ministry of Internal Affairs and Kingdom Relations and the Ministry of Foreign Affairs have decided that IOM returnees from Belarus are no longer entitled to a subsistence allowance (OSB) or reintegration grant from the Return and Reintegration Regulation (HRT).

The decision has come into force on the 16th of November 2011 and distinguishes two groups of returnees: 

  1. Nationals of Belarus who have applied for asylum/residence before the 16th of November 2011 can still receive OSB and HRT up to and including the 30th of November 2011. If they apply after the 30th of November for return with IOM, they will no longer be eligible for OSB and HRT. 
  2. Nationals of Belarus applying for asylum/residence from the 16th of November 2011 are no longer entitled to OSB and HRT.

 

Returnees from Belarus can still receive limited assistance from the REAN –programme:

  1. information on return issues
  2. reimbursement of the costs for travel documents
  3. a one way airline ticket to the country of origin or reimbursement of costs for over land transportations to the country of origin
  4. assistance during departure at Schiphol airport and if applicable during transit and arrival
  5. additional assistance from REAN for vulnerable migrants (medical cases, victims of trafficking, unaccompanied minors)
  6.  there is no entitlement to OSB or HRT
