N.B. Below information applies to migrants who apply for voluntary return assistance from IOM from 1 July 2017 onwards.
Previous arrangements for reintegration assistance (including the HRT-programme) cease to apply from 1 July 2017. Migrants who have applied for IOM return assistance before 1 July 2017 will have to depart on 31 August 2017 at the latest in order to receive reintegration assistance under the old arrangements.
AVRR-NL (Assisted Voluntary Return and Reintegration)
Migrants in the Netherlands, who would like to return to their country of origin or who are eligible for resettlement in a third country, can ask IOM to assist them based on the REAN programme. Additionally, migrants can receive assistance from the AVRR-NL project (Assisted Voluntary Return and Reintegration). The AVRR-NL contribution supports the reintegration of migrants in their country of origin or in a third country.
Assistance in kind
The AVRR-NL project offers a reintegration budget of maximum 1800 Euro for adults, 2800 Euro for minor children returning with their family and 2800 for unaccompanied minor children. This money is not paid in cash, but is given in goods and/or services (so called ‘in kind’ assistance). The amount can be used for an income generating activity (such as a small business), education and, if necessary, on accommodation.
Before departure, the returnee will prepare a reintegration plan with an IOM counsellor, in which he/she explains how the budget will be used. Once back in the country of origin, the plan is discussed with an IOM employee. Based on the wishes and experience of the migrant, the possibilities in the country of origin and the advice of IOM, a final reintegration plan will be determined. IOM in the country of origin will ensure the payment to the service provider and/or suppliers of goods.
Migrants can choose to receive maximum 300 Euro of their total budget in cash. This amount will be distributed by IOM upon departure from Schiphol airport on a debit card. The remaining amount of minimum 1500 Euro (or minimum 2500 Euro for a minor) can only be spend in kind in the country of origin.
- the migrant meets the REAN conditions (see REAN-programme);
- the migrant has the nationality from a country on the AVRR-NL Country List. Most of the countries on the list have an IOM office that can also offer reintegration assistance
- the migrant is not registered with another organization offering reintegration assistance
- the migrant has no entry ban for more than 5 years, is not declared persona non grata and/or been convicted for severe crimes
- the migrant has not been denied a residence permit on basis of article 1F of the Refugee Convention
