Relocation to the Netherlands

In May 2015, the European Commission established the European Agenda on Migration (EAM). This Agenda was a response to the two Mediterranean shipwrecks of April 2015, in which more than 800 asylum seekers died. Included in the EAM is a relocation program to relocate 160,000 persons in need of international protection from Italy and Greece in two-and-a-half years. The 160,000 persons are relocated to other EU Member States on the basis of a distribution key.

In Hotspot centers in Italy and Greece – the two countries facing disproportionate migration pressures – asylum seekers of nationalities with a recognition rate in Europe of 75% or higher are selected for relocation.

What services does IOM provide?

Since January 2016, IOM works together with COA (Centraal Orgaan opvang Asielzoekers) and IND (Immigratie- en Naturalisatiedienst) to arrange the relocation of persons in need of international protection from Italy and Greece to the Netherlands. IOM facilitates missions of COA and IND to Italy and Greece to screen the applicants and prepare them for their arrival in the Netherlands. Next to these missions, IOM also arranges the travel of the asylum seekers to the Netherlands. By implementing these activities,  IOM follows article 1 of its Constitution: “The purposes and functions of the Organization shall be […] to concern itself with the organized transfer of refugees, displaced persons and other individuals in need of international migration services for whom arrangements may be made between the Organization and the States concerned, including those States undertaking to receive them.”
