IOM heeft vanaf juli 2007 het project 'Return Initiative Irregular Migrants' uitgevoerd. Counsellors afkomstig uit de belangrijkste landen van herkomst waren in contact migranten zonder verblijfsvergunning en stelden terugkeer voor als realistisch alternatief.

Het project is uitgevoerd in de grote steden van Nederland, Oostenrijk en Duitsland. Een belangrijk onderdeel van het project was inzicht krijgen in de beweegredenen van migranten zonder verblijfsrecht. De gegevens zijn verzameld door onderzoekers en door de counsellors.
